Key points

  1. Anthropic has opened its fifth Asia-Pacific office in Singapore.
  2. It signed an MOU with Singapore's Ministry of Digital Development and Information on AI safety and evaluation.
  3. More than 1,500 GovTech Singapore engineers and technical staff use Claude Code.

Anthropic, the company behind the Claude AI models, has opened an office in Singapore and signed an agreement with the city-state’s government to work together on AI safety, testing and research.

The memorandum of understanding was signed on Wednesday at Singapore International Cyber Week by Kai Fong Chng, Permanent Secretary of the Ministry of Digital Development and Information (MDDI), and Anthropic co-founder Ben Mann. Josephine Teo, the Minister for Digital Development and Information, and Michael Sellitto, Anthropic’s head of Asia-Pacific policy, witnessed the signing.

The Singapore office is the company’s fifth in the Asia-Pacific region.

What the pact covers

Under the agreement, the two sides will cooperate on AI safety, security and model evaluation, research how AI is being adopted and what it does to work, and promote responsible use across government and business. Anthropic also plans technical exchanges with Singapore’s AI safety and assurance bodies on evaluation, testing standards and how to respond when something goes wrong.

We founded Anthropic on the belief that capability and safety have to go hand in hand.

A heavy user base

Singapore ranks second of 121 countries for Claude usage relative to its population, at nearly six times what its size would predict, according to Anthropic’s own Economic Index. More than 1,500 engineers and technical staff at GovTech Singapore have taken up Claude Code, and the Cyber Security Agency of Singapore is exploring the models for cyber defence.

Local customers include the bank DBS, the sovereign fund GIC, ride-hailing and delivery company Grab and Sea, the owner of Shopee and Garena. Anthropic says Grab’s sales assistant built on Claude saves its sales teams about 40,000 hours a quarter.

The company’s work with Singapore goes back to 2023, when it joined a generative AI evaluation sandbox run by the Infocomm Media Development Authority and the AI Verify Foundation. The two later ran a red-teaming project testing models in English, Mandarin, Malay and Tamil.

“We’re committed to Singapore for the long term,” said Dale Finlay, Anthropic’s general manager for ASEAN.
