Parliament

India's Parliament after a Monsoon Session that passed laws with little debate: what is pending, what is coming, and the numbers that matter.

From the editorial deskPublished

Parliament has two Houses: the Lok Sabha, elected directly, and the Rajya Sabha, elected by state legislators. The current Lok Sabha, the 18th, is two years into its term. Laws need the approval of both Houses and the President’s assent.

Where things stand

The Monsoon Session (20 July to 13 August 2026) was the least productive of this Lok Sabha so far. The House worked 15% of its scheduled time by PRS’s count, 19% by the government’s, and passed nine of its 11 Bills with only the minister speaking. In April, the Lok Sabha defeated a constitutional amendment on delimitation, 298 to 230.

Two big proposals wait in joint committees: the FCRA amendment and the One Nation One Election Bills. Both are due to report in the Winter Session, whose dates have not been announced. The Lok Sabha has had no Deputy Speaker for more than seven years, since June 2019 (PRS).

When is the next session? Not yet announced. The FCRA committee must report by the end of the Winter Session’s first week, and the One Nation One Election committee by the first day of its last week.

Who decides defection cases? The Speaker or the Rajya Sabha Chairman, subject to limited court review. See our anti-defection explainer.
